Do we need a special permit or permission in order to shoot along the Oregon coast?

As some state parks in Oregon do require an entrance fee to the parks. Most of all parks don’t require a photographer fee. Only thing is that some beaches and parks, we cannot shoot with a drone for environmental reasons.
